Raytheon Global Business Services (GBS) is seeking a strong candidate for a Manager III – Proposal Analysis (AD83) position. The qualified candidate will lead and coordinate support for finance proposal activity for GBS supporting Electronic Warfare (EW) and Raytheon Vision Systems (RVS) in Goleta, CA. This position provides a tremendous growth opportunity for an ambitious individual to partner with the program leadership team, as well as Program / Capture Managers, Finance, Technical Leads, and functional support. In addition, this role will provide the opportunity to increase exposure to multiple facets of not only the finance organization but also RVS’ strategic endeavors. The successful candidate will be directly responsible for the results and effectiveness of the Estimating and Pricing function within SPS. Job Description The primary responsibilities consist of but are not limited to: Management of the pricing and proposal analysis of all EW and RVS estimates for new business and follow on proposals, Leads an Estimating Team (generally of 8+) responsible for a bookings commitment in excess of $2B, generally consisting of multiple sub-teams. Provides direction to subordinates based on general policies and management guidance to attain departmental goals. Ensures that projects are completed on schedule following established procedures and schedules. Erroneous decisions or recommendations or failure to achieve results might cause critical delays in proposal schedules and result in failure to achieve major goals and objectives of the organization. Assists others in ascertaining the opportunity assessment of new proposal efforts by creating thorough competitor assessments, and a thorough understanding of the NBI budget, Win Strategy, Price to Win, Cost Strategy and ROI Analysis Analyzes statement of work and RFPs on the most complex proposals in order to meet customer expectations Ensures cost volumes are set-up correctly by a complete understanding of the applicable proposal process and intricacies of the specific proposal and customer requirements. Serves as a credible POC for questions regarding E&P to affected/interested parties (Business Leadership, Financial Leadership, Program Management, etc) Ensures that relevant cost and pricing information (e.g., risks and opportunities, investments, and assumptions) are well communicated, such that the program execution and financial outcome expectations are understood in order for a smooth transition to Gate 5 Preparing Price Review (Gate 4) Data for internal management review to the highest levels of Raytheon Proposal preparation activities and Cost Volume support and RFP compliance. Additional responsibilities include: Interfacing with customers during fact-finding and negotiations. Preparing proposals and which are submitted to Prime Government Contractors and the US Government and Direct Foreign Sales. Providing support to DCAA/DCMA audits, and customer negotiations. Development of Cost Estimating Relationship Database, Pricing Direct and Overhead Rates, Metrics, Estimating System Maintenance and Compliance, Estimating System and post award audits. Required Skills: This position requires Current US Government Secret Clearance or Above The individual should possess: Complete understanding of current regulations pertaining to submission and negotiation of Government proposals (FAR/DFARS/TINA/CAS). In addition, the individual should have a Solid understanding of financial accounting and budgets and rates as it pertains to legal entities. Strong understanding the Risk and Opportunity assessment process and possess a highly-developed financial and problem solving analytical skills. The candidate must be a strategic thinker and have demonstrated leadership skills, strong organization skills, excellent people skills, and good oral and written communication skills to include presentations skills and listening. The candidate must possess excellent analytical skills. The ideal candidate must have experience in leading cost volume development for major pursuits and the team development and leadership skills to lead a large proposal team. Communication skills require interface with all levels of the enterprise to include IDS and GBS E&P Leadership team, other Senior Management, Product Line personnel, Business unit VPs, Program Controllers, Business Managers, Directors, Program Managers and Proposal Managers on a regular basis.
