Job Description Raytheon Global Business Services (GBS) is seeking a strong candidate for a Manager II – Proposal Analysis position. The qualified candidate will lead and coordinate support for finance proposal activity for GBS supporting Space and Airborne Systems – Raytheon Vision Systems (RVS) in Goleta, CA. This position provides a tremendous growth opportunity for an ambitious individual to partner with the program leadership team, as well as Program / Capture Managers, Finance, Technical Leads, and functional support. In addition, this role will provide the opportunity to increase exposure to multiple facets of not only the finance organization but also RVS’ strategic endeavors. The successful candidate will be directly responsible for the results and effectiveness of the Estimating and Pricing function within SPS. Responsibilities include but are not limited to: Capture support, early rough order of magnitude support, cost proposal planning, creation and packaging, compliance reviews, and specific support of Customer negotiations, fact-finding, and audit. Ensure projects are completed on schedule following established procedures and schedules. Erroneous decisions or recommendations or failure to achieve results might cause serious delays in proposal schedules and result in substantial expenditure of additional time and resources and jeopardize future business activity. Ensure DOD proposals are compliant with RFP and FAR Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions. Ensures that relevant cost and pricing information (e.g., risks and opportunities, investments, and assumptions) are well communicated, such that the program execution and financial outcome expectations are understood in order for a smooth transition to Gate 5. Manage an Estimating Team (generally 4+) responsible for a bookings commitment in excess of $1B. Provides direction to subordinates based on general policies and management guidance to attain departmental goals. Assist others in ascertaining the opportunity assessment of new proposal efforts by creating thorough competitor assessments Adequately identify risks or problematic issues that surface in proposals under one’s service, notifying proposal management accordingly Ensures cost volumes are set-up correctly Ensures that relevant cost and pricing information (e.g., risks and opportunities, investments, and assumptions) are well communicated, such that the program execution and financial outcome expectations are understood in order for a smooth transition to Gate 5 Required Skills: Strong project management and collaboration skills with ability to lead project teams by influencing without direct authority Complete understanding of the Raytheon/Industry Capture/Proposal process, the SAS Cost Estimating Manual, as well as DoD Acquisition Process and FAR Regulations Ability to rapidly master ACES Pricing tool Strong skills and experience with Cost Volume Management and development , Price to Win strategies and Win Themes for multi-organizational pursuits Fluent in Microsoft Office Products especially Excel Detail oriented and capable of producing current, accurate, and complete cost proposal documents on which the corporation can rely for very significant decisions or offers to sell Ability to lead/mentor/develop an Estimating Team (generally 4+) responsible for a bookings commitment in excess of $1B. Provides direction to subordinates based on general policies and management guidance to attain departmental goals A thorough understanding of the NBI budget, Win Strategy, Price to Win, Cost Strategy and ROI Analysis Analyzes statement of work and RFPs on the most complex proposals in order to meet customer expectations ( this section was previously in description section above) Ability to analyzes BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data A complete understanding of the applicable proposal process and intricacies of the specific proposal and customer requirements Experience with regulations pertaining to submission and negotiation of Government proposals (FAR/DFARS/TINA/CAS) Ability to drive change and influence beyond authority level Experience with interfacing with all levels of the enterprise to include the Business Leadership team, other Senior Management, Product Line personnel, Business unit VPs, Program Controllers, Contracts, Supply Chain Management, Business Managers, Directors, Program Managers and Proposal Managers on at least an infrequent basis Respond effectively to requests from DCAA & DCMA Experience communicating effectively with customers and their agencies (DCAA/DCMA), to include presentation skills and listening Ability to travel up to 10% as needed Desired Skills: Highly developed financial and problem solving analytical skills Advanced working knowledge of ACES, the Raytheon pricing tool SME on Price to Win, Win Strategy, and assisting in creating return on investment, competitor assessments, and new business investment budgets SME on the FAR, Part 15 requirements, and the requirements in our Cost Estimating Manual, in the development of proposals Experience in functional estimating, program business and/or functional business roles is highly desired. Knowledge of Work Breakdown and Product Breakdown Structures New Business Investment (NBI) & Capital Familiarity establishing Inter-Organizational Transfer (IOT) Documents Experience writing and reviewing Basis of Estimate (BOE) sheets and priced Bills of Material Required Experience and Education: 8 years related work experience gained in a Defense or related industry with a Bachelor’s degree in Finance, Accounting, Business Administration or related field , or 6 years related work experience with related Master’s degree 110636
