We are searching for a dynamic individual to lead Cabled Ocean Systems (COS) programs at our facility in Goleta, CA. As the Director, Cabled Ocean Systems you will initially serve as the COS Program Manager and, as the business area expands, oversee assigned program managers.

Key Responsibilities Include:

  • Manage COS programs ensuring cost, schedule and technical performance requirements are achieved. This is a new business area and includes major systems which will be procured every 1 to 3 years.

  • Establish or maintain a Program Management Office (PMO) to support COS programs.

  • Develop and maintain a positive customer communications plan. Work closely with US Government customers to ensure L3’s programs meet expectations.

  • Manage the IRAD programs already underway for COS, including any required changes to those plans resulting from Strategic decisions, or future events.

  • Coordinate with relevant divisions in managing any initial development contracts awarded to those divisions for development of COS technology.

  • Serve as a key member of the COS strategic leadership team.

Qualifications

Position Requirements:

  • BS degree in Electrical Engineering, Mechanical Engineering, Ocean Engineering, Physics or other technical field.MBA or Master’s Degree preferred.

  • Currently possesses U.S. Secret Clearance along with ability to obtain U.S. Top Secret clearance.

  • 5 - 15 years’ experience working on Undersea Systems as an operator, prime contractor or subcontractor in Submarine, ASW or undersea systems..

  • Technical understanding of design, production and operation of underwater acoustic systems, undersea sensors, data acquisition and Cabled Ocean Systems.

  • 5 – 10 years’ experience as a Program Manager for large US Government programs, either in industry or within the Government.

  • 3 years’ Experience working with Government organizations, including program offices, contracting offices and resource sponsors. Defense Acquisition Workforce Improvement Act (DAWIA) Program Manager Level 3 certification preferred.

  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures

  • Working knowledge of Earned Value Management tools and techniques.Experience preparing, reporting and managing EVM for a DoD program preferred.

  • 5 years’ experience leading program management, profit/loss center or business development organizations of 30 people or $20M/yr revenue.

  • Track record of attracting, hiring, developing, and retaining “A” talent. Recognized as an effective leader in a highly matrixed environment. Motivate, coach and inspire a variety of professionals.

  • Must have impeccable reputation in the industry as a leader and collaborator with the highest integrity.

  • Roll up your sleeves”, hands-on, results-oriented executive. Highly effective at planning, organizing, and executing.

  • Ability to travel up to 50% of the time.
